Fitness For Service Inspection may be needed for the following objects:

Many states require the FFS when A) a boiler or object has been in-service for some time without any previous inspection history B) if a boiler or object is used or brought in from out of state.  These inspections will determine if the object meets the standards for your state and qualify to have a Certificate Inspection performed and a Certificate to Operate issued.

At the conclusion of your Inspection, your Inspector will provide all inspection findings and a completed NB-403 form, You can provide this to any State Agency as documentation of completed FFS according to the most up-to-date NBIC.
